Soludo Presents N607bn 2025 Budget to Anambra Assembly

Governor projects 48% increase from 2024 budget with emphasis on capital expenditure and zero borrowing plans

Anambra State Governor, Professor Chukwuma Soludo, has presented an ambitious N606.99 billion budget proposal to the State House of Assembly for the 2025 fiscal year, marking a substantial 48% increase from the N410.13 billion budgeted in 2024.

The budget maintains a strong focus on capital expenditure at N467.5 billion, representing 77% of the total package, while recurrent expenditure stands at N139.5 billion, accounting for 23%. This allocation mirrors the ratio maintained in the 2024 budget, demonstrating the administration’s continued emphasis on infrastructure development and long-term investments.

Education emerges as the sector with the highest percentage increase, receiving a 101.4% boost, followed by the social sector at 82.7% and health at 57.1%. The judiciary sector will see a 51.3% increase, while the administrative and economic sectors will receive 45.5% and 40.1% increases respectively.

The governor projects a budget deficit of N148.3 billion, representing 24% of the total budget – an improvement from the 30% deficit in 2024. Soludo expressed optimism about managing this deficit without borrowing, noting that the state has successfully avoided loans for deficit financing in both 2023 and 2024.

“Depending on the execution in 2025, we may still not borrow to fund the deficit,” Soludo stated, highlighting his administration’s prudent financial management approach.

In the education sector, the significant increase supports ongoing reforms, including the extension of free education through Senior Secondary School Year 3 and the recruitment of 3,115 additional teachers, bringing the total teaching workforce to 8,115. “There can be no school of any sort—smart or otherwise—without qualitative teachers, and we have rightly prioritized the competitive recruitment of the best teachers for our schools,” the governor emphasized.

Addressing security concerns, Soludo pledged enhanced measures to combat criminality. “We are working hard, rejigging and strengthening our security architecture. In the coming days and weeks, Ndi Anambra will fully experience our zero tolerance for criminality,” he assured, reaffirming his commitment to the “five fingers” of the Solution Agenda despite prevailing macroeconomic challenges.
